Alan,

  I'd invest in a KFlex Modem (assuming you don't have one now)! Three
benefits, Cheap, Cheap and Cheap.

  It probably really is a modem issue.  There are problems when dialing
Kflex modems from non-rockwell (the Kflex makers) modems. Some
non-rockwell modem types claim to establish at 2400bps (ie CONNECT 2400)
but don't actually connect.  You can verify this by connecting the modem
to a PC and use HyperTerm or some such to dial your ISP. Solution
normally is a new modem, although SOME (few) modems can be flash
upgraded to solve the problem.
