Did you download the TCP32B stack? It's:

ftp://ftp.microsoft.com/Softlib/MSLFILES/TCP32B.EXE

Once you've downloaded it, expand into a temporary directory and then install 
via Network Setup - you may need to download WFW drivers for your NIC.
