I have been using and recommending Trumpet's winsock for Win 3.1 for over 
3 years.  It's been a workhorse.  It comes with a Ping and has some nice 
diagnostics.  30 day free trial.  http://www.trumpet.com/  No 
relationship, just a happy customer.
