Jim,

You'll most likely need to clean the registry manually. First save the registry 
just in case. Then, run REGEDIT and search for all references to IBM (and 
Netsoft if you were using it). Delete all keys related to either of these 
products. Be careful, there are a couple of registry entries that contain IBM 
that are not related to CA. Once you have done this and successfully rebooted 
the PC, you will be able to reinstall.
