     OSR2 of Win95 (that is WIN95B) introduced support for FAT32. This is 
     not new to Win98, thought they may have improved their support for 
     this.  I haden't heard about init processing changes, but certainly 
     see the need for such.  The only significant extension to Win98 that 
     I've heard of is a new device driver model that is supposed to allow 
     Win98 and WinNT 5.0 to use the same set of drivers.

Actually, it's not supposed to be. Much of it has been released for Win95 as 
dribbleware, but there are a few significant things that are new. The 32 bit 
file system is supposedly much improved with smaller and more efficient sectors 
due to the increased number of addresses. The program loader processing is also 
improved. Win98 will load a word aligned program object and run it in place 
instead of performing a memory to memory copy. The trade rags say this greatly 
improves program initialization performance.
