Eric,

I agreed with David that I'm using its at my site by hold all jobqs in QINTER 
subsystem and then change object authority *PUBLIC/*EXCLUDE to RLSJOBQ command. 
  Another way, you can use CHGAUT to allow or not allow authorization for your 
user(s) to the JOBQ(s) in QINTER subsystem.
