Hello Neil,

Interactive jobs don't use the job queue unless the job does a TFRJOB command.  
Signing on puts the job 
straight into the subsystem which allocated the workstation bypassing the job 
queue.  My prefered solution to 
this problem is simply to revoke *PUBLIC authority from the QINTER job queue 
and if required grant *USE rights 
to those groups who have legitimate need to transfer to QINTER.  If programmers 
abuse this then either revoke 
their individual authority or take the routing program path.
