Eric,

The usual solution is to write your own CHGJOB command that blocks functions and
get it higher on the library list than IBM's CHGJOB.  I've never really bought
that as a "good" solution.

IMHO, one is better off revoking the individuals authority to CHGJOB and giving
them your own version, like CHGMYJOB that they can run.
