This is our policy.  People are not discouraged from doing
this, even if it means going to some other shop to get
source after you've lost it going to V3R2.  I do review
the issues related to it so people who ask about it can
make an informed decision.

I think legally someone could be pursued for copyright
violation, but it seems silly to do this.  Also, there
are a number of vendors who shipped compiled subsets
of QUSRTOOL  tools with their own products.  That wasn't
historically discouraged by IBM.  Since we don't license 
subsets of the enhanced product it would be pretty mean
of us to tell those vendors that they suddenly have to
get all their customers to buy our software.

On the other hand, if a vendor took the source code
from QUSRTOOL version and then pretty much canned it
and licensed it out as being their own utility(s), I
think we might take issue with it.

I don't discourage that either, but it's not much of an
issue anyway since most of the people calling in have
used them historically.
