  You are correct.  If you could watch WRKACTJOB during that time you
would see over a dozen jobs starting - more if you have upped the number
of FTP, LPD, TELNET or other servers to start initially.  Until those
(independent of QSTRUP) jobs are initialized the STRHOSTSVR command
fails.
