I actually have CLs without PGM or ENDPGM and they work.  although in
all the years that i have been working on this machine, i've only
recently tried a CL without a PGM statement.  It just never occurred to
me not to start with a PGM statement.  i was just in one of those moods
one day and wanted to see if it would even compile.  to my surprise, it
not only compiled, but also ran.
