FTP OPEN command error

This isn't _exactly_ an AS/400 question, but close enough. <g>

I have a DOS machine connected to the AS/400 via TCP/IP.  The PC
randomly FTPs files to and from the AS/400.  On Wednesday nights we
IPL.  During that IPL, that PC may try an FTP, starting with the
command:

        open as400.dilgard.com

Is there a way to test and see if that command fails?  And therefore
delay the FTPing from the PC?
