You can determine what program is run by the Attention key.. There is a
command SETATNPGM to set the attention key program, which is then
executed whenever attention key is pressed.. Also there is a system
value QATNPGM..

If u want the same options for everybody on the system then setting
QATNPGM would make sense.. the default value on it (I Believe) is
*ASSIST which in turn calls QEZMAIN.. 

If u want it selective by users there is a keyword ATNPGM on the
CHGUSRPRF command to change the attention key program of the user. Or
alternately u can put SETATNPGM command in the INLPGM of the user..
