Ha!  Found it.  I found a spool file under user QTCP.  User SPSUPDATES
is LMTCPB(*YES).  The job log in this spool file states this command,
SPS900, cannot be run at a command line by a limited user.  I changed
user SPSUPDATES and now all is well.
