You are correct.  While there has been discussion of providing callable
APIs to provide functionality to developers along the lines of the
interactive user profile (IUP), other work items seem to be getting the
edge in terms of overall priority...

I do not anticipate, in any case, that APIs would provide direct access
to the IUP (it's not very well architected).  Any API solution that were
to occur would most likely be targeted to new development.
