Paul,

If you remove the users *ADD authority to the library they will not be able to
create any objects in the library.

Leave them with *USE and *EXECUTE if you want them to be able read or execute
objects in the library (probably a good thing for QGPL), but most users will
probably never even notice the loss of *ADD authority (excepting your query
builders, of course).
