Perhaps your ISP will assign you a static IP number along with a Domain name of your choosing? Then, you can have people access your site with "yourname.com" and the connection will be stable. Also if you have a LAN with dial-in access to your lan, you can set up your own intranet and assign your own names and numbers, plus control access.
