I would say yes.  Sounds like the users are using it as a storage area
for old reports.  You should look at some of the Report Archive tools
available.  There is code available in QUSRTOOL that could help.  IBM
has the RDARS product, and there are many vendor products available
also.

        We have a 510 that takes 10-15 seconds to respond after a
        WRKACTJOB command.
        We also have another 510 (same processor) that only takes 2 or
less.
        The one that takes a long time shows 27000+ jobs when a
WRKSYSSTS
        is run. The other on only has 2700 jobs. Is that the main
difference?
