Big difference,
As the reference says :
 The underscore sign (_) represents any single character.
 The percent sign (%) represents a string of zero or more characters.

The underscore will find it. The percent sign will find it and most
likely much more.
Percent signs in the middle can really hit the system hard.

Nicest to the system is the use of two apostrophes (single quotes)
preceding the 98.
