Here are some of the hotels I've looked into - note that Jazz Fest
starts 4/24/1998, so if you stay past COMMON, you might have to pay a
premium price for a hotel.  Some even up the rates on Thursday night and
demand payment in advance for any nights that weekend (one I called
wanted a money order or cashiers check no less!)

Roadway Inn (near Superdome) $70 until 4/23, then $140 - 504-529-5411

Landmark French Quarter 4/19-4/23 $149 4/24-25 $199 (they want a money
order by 1/30!) 504-524-3333

Le Meridian $189 4/19-4/22 $289 4/23 on 504-525-6500

Le Pavilion $149 4/19-4/23 $230 4/24 on 504-581-3111

Chateau Sonesta $249.75 800-766-3782

I didn't realize that everything was at the Dome, so I centered my
search on the Marriott (which hosted COMMON in '93).  As it turns out,
the Roadway might be one of the closer choices.  Note that if you can
check out on Friday, your choice of hotel will probably be much better,
because of Jazz Fest.
