Please don't take this as gospel since I can't check it as I'm already on
vacation and the office is all but closed.  Mu understanding of the situation
with PL/I is as follows:

The PL/I compiler is available for sale on V4R1 systems (in it's V3R6
incarnation).  It is _not_ available for _sale_ on V4R2 systems (and will not
be offered for sale on future systems).  Existing licensees will be able to
continue to use their existing compilers on V4R2 and later releases (but they
will need a PTF to do so).

Please note that this applies to the compiler only.  Run-time support for
programs comiled with this product is not affected.
