You are really skating on thin ice here.  V2R3 is no longer supported.  I
don't even have a system that backlevel.

The safest thing to do is to reload OS/400 from PID media, and then reapply
the PTFs.  This looks like a damaged object in OS/400 or the LPPs.  If this
doesn't correct the problem, you will need to do problem determination on
your own stuff. The way I would start that is to first do a RCLSTG.  If
that doesn't clear up the problem, try a SAVE option 21.  Between the two
of these actions, you should find any damaged objects.

On a longer term approach, short of doing a hardware upgrade, I would
suggest going to V3R2.  See the white paper I wrote for IBM at:
