This extra time was enough for Win95 to finish all of its startup procedures before Check Version ran. As soon as we did this, all of our problems went away. No more spontaneous reboots during startup. No more shutdowns taking 20-30 minutes to complete. Try it and see if it helps. If it does, you can leave Check Version alone so that it can do its job.
