If the Defer Print parameter is indeed causing the problem, you may be able to change it to *NO by changing the spooled file attributes (Option 2 on the WRKOUTQ display). Have you checked the QSYSOPR message queue for any messages relating to the file? I know it won't print a spooled file if the file is empty.
