The fact that you can do WRKOUTQ and select 1 line that represents a potentially massive spool file tells this EX-S36'er (Thank God) that there is something about the entry on the outq that more or less maps to the spool file, and the speed that the system brings up OUTQ information leads me to believe that it is in a condensed format somewhere other than spread out over the PF file that holds all the PF members that represent the spooled data (If you do a DSPFD *MBRLIST on the QSPL file that holds the spool file members ... it takes quite a long time to present the information to you.. alot longer that WRKOUTQ *ALL does. I have duplicated this anyway using the excellent TAATOOL, CVTWRKSPLF and Jeff Veltry's GETSPLF & PUTSPLF in order to perform a nightly save of all OUTQ contents.
