I am just curious; no suggestions.  What is the reason for that logical? 
Doesn't zip + 4 give you the proper order you want?  It just seems
redundant to have both "City/State" and "Zip" in the same logical.  I can
see a logical of "city/state", a logical of "state/city", and a logical of
"zip + 4", but not one as you've described.
