I just checked the manuals from ADTS. The manual is called
"Introducing Application Development ToolSet/400 and the AS/400 Server Access
Programs"
Manual number SC09-1939-00 (sorry don't know the bookmanager number)

Page 1 states: "The server access programs for the following workstation
products are shipped
with ADTS/400: CODE/400 & VRPG Client/2"

So the server access programs are there if you have SEU. They are not part of
the
ADTS-CS product (which is CODE/400 & VARPG). But IBM may include them there
also just incase you don't have ADTS?.?.?.?

I think IBM did it this way so that you can "take" CODE/400 & VARPG to any site
that has an AS/400 running ADTS and have it still work (Great for
Consultants!!)..

I believe it comes with ADTS-CS, the client server set for application
development.

You have to ask yourself, "How often can I afford to be unexpectedly out of
business?"
Get an AS/400.
