Most programmers in Rochester (including one that I have a business relationship with) use *ALLOBJ. When we test the code, this frequently makes it break as users. We make all programmers a user profile in the QPGMR group, and give them *PGMR user class. This seems to work well. BTW, we also give all programmers a second user profile with *ALLOBJ authority. As to sensitive libraries (e.g.: payroll), we journal it, if you're in it - you're fired. The policy has proven effective for years.
