Some of the problems with that are:

1) These sessions are given by volunteers whose time is ineveitably
short, and this would require the handouts to be prepeared too far in
advance of the conference. 
2) This could be a problem with 'freshness' of some sessions that are
discussing recently announced hardware/software etc.
3) Many handouts come from IBM and they would not agree to provide
handouts in advance of product announcements, so if the handouts were on
CD prior to the conference there would be nothing on the Aug 19th
announcements.
