This is certainly something to move towards. However, since COMMON is a 
users group and not a so called professional association, our twice-annual 
meetings are to share information. In the scientific or engineering 
community, you'd have a call for papers, they'd be accepted or rejected, 
and then the selected ones would be presented. Obviously, COMMON does not 
work that way. But, anything we can do to move in that direction would be 
great.
