I had the same type problem and I found the solution was an authority 
problem when the QSERVER subsystem was started.  Our startup program runs
under the authority of QPGMR and they were not authorized to an object that 
caused the QSERVER job to start normally. Go back and check joblog just
to make sure this is not the culprit.
