Debugging ILE program in Batch -- MIDRANGE-L

One of my co-workers is trying to debug an ILE RPG program that runs in
batch. What is the trick to get this to work? He started STRSRVJOB on the
job then tried to STRDBG on the program. The message said that the service
job is not active an would not let him place a breakpoint. 

Any help would be appreciated.
