Michael,

Here is the sequence I have used successfully to start a service job.
1. Hold JOBQ that job will be submitted to, or SBMJOB HOLD(*YES).
2. STRSRVJOB on the job while it is held.
3. STRDBG on program of choice.
4. Release job.
5. The system will present you with the "Start Serviced Job" display.
   From here you can press F10 to get a command line and be able to add
breakpoints.

One last thing I should point out is that if the job is active then you
will be able to add breakpoints right after you start debug.  You will
not get the "Start Serviced Job" display.
