Kenneth, 

Try changing the services file (on the AS/400 see CFGTCP option 21, then
option 1, on UNIX see the etc/services file).  Change the port value for
the ftp-control and ftp-data entries to the ports you want the server to
start on.  Restart your FTP server, and then on your client ftp command
use the open with the port for the control connection.  Hope this works
for you!
