There's a way... In your overriding ftp command file, 1) Use the address of a machine that does accept ftp on the normal ports. That host doesn't have to be doing anything except allowing connections; it doesn't even need a valid user id and password. 2) Once connected, fail the signon: bogus user id and password. This generally leaves you ready to enter any ftp subcommand. 3) Close the current connection, open the real one with the specific port, proceed normally with the rest of the ftp subcommands.
