No, varying on QESLINE/QESCTL manually will not cause it to dial, as the
controller had DIALINIT(*LINKTYPE) specified.
To test the ECS modem just order an informational PTF (like do a
SNDPTFORD SF98320) - or you could do SNDSRVRQS *TEST (although in this
case you may get a phone call back from IBM acknowledging the call).

*LINKTYPE                                                                  
The type of dial connection initiated is specified on the LINKTYPE
     parameter.  For LAN or SDLC short-hold mode connections, the     
default is to dial the connection as soon as the controller 
     description is varied on.  For all other link types, the default
is      to delay
dialing.                                                  

You do NOT have an SDLC SHORT-HOLD MODE connection, therefore the
default is:
                                                                 
 *DELAY                                                          
     The dial connection is delayed until a job is initiated that
     requests the use of the remote controller resources.        

Now you can either change the controller to DIALINIT(*IMMED) to cause it
to dial as soon as it varies on, or you could do something like creating
(in CFGDSTSRC) a dummy distribution queue & routing entry (and WRKDIRE
like *ANY DUMMY) and do a SNDNETMSG to CALL @ DUMMY to cause it to dial.
