Short answer:

ABSOLUTELY


Long Answer:

What's really required to go to V3R2 is the licensed internal code space
extension PTF.  There has been a high incidence of failures to apply this
PTF.  SETDSKCLN was created as a circumvention to fix this.  Alternatively,
IVM could have added SETDSKCLN to the PTF, but this would have increased time.
