Don't think it can be the size of the system ASP PLUS temporary storage.
I have a 7869MB (4 x 1967MB disk) CISC 9402 model 200 with 32MB memory
running V3R2 - all disks in the system ASP.  My current unprotected
storage is 2308MB, Maximum since last IPL 2328MB.  Subtract 1967 from
2308 is 341MB - a reasonable size for temporary objects & machine data,
based on the following RISC machines:

On a customers V3R7 RISC model 400 box, with the same disk configuration
and all disks in system ASP, and 128MB of memory, their current
unprotected storage is 265MB.
Another customer's V3R7 model 400 (again same disk config) and 160MB of
memory has current unprotected storage of 431MB
