You can install up to V3R2 but will need to take it in two steps.
V2R1 to V2R3, then V2R3 to V3R2.  OR - just back off all you libraries, 
do a scratch install direct to V3R2, and restore your libraries (the
presumption here is rebuilding directory entries, system reply lists, etc.
won't be a concern on a machine for home use).
I presume you did but the OS/400 license when you bought the used machine ?
