If the S/36 you're referring to is a S/36 Classic (ie. not an Advanced/36)
then you can't do this with the 1/4" tape.  Some possible solutions:
Put a 1/2" tape drive (8809?) on a S/36 5360, and a 9348 1/2" tape on the 
400.
Put an 8" (or 5.25" if the S/36 is a 5363) diskette on the 400.
Connect the 400 and S/36 via modem or modem eliminator, and Xmit the source
using FTS (File Transfer Support).
Download the code to a PC diskette from the 400 with CA/400 or other pkg, and
upload it to the S/36 via PC Support/36 or similar code.
Bring up 5250 emulation sessions to both the 400 and 36 on a PC and 
Cut & Paste the code from one session to the other.
Replace the S/36 with an Advanced/36 and just use the 1/4" tape by saving
source file on 400 with SAVS36F and restoring to Advanced/36 with TOLIBR
or RESTORE followed by TOLIBR from the restored disk file.
