Remember, IBM considers LIC hardware.  That's why you can't order an MF PTF
if you do not have hardware maintenance.  (Of course you can order a SF PTF
which has the MF PTF as a prerequisite and get the MF PTF in addition to the
SF PTF.  Or you can get it on a cum tape.)
