Yes and no.

While the max on a modem is the DCE (Data Communication Equipment) speed   
(28.8kbps or 33.6kbps), the effective throughput can be much higher with   
compression... that's why you set the DTE (Data Terminal Equipment) speed   
higher than the modem can actually transmit at.

With 28.8kbps modems, I usually set the DTE speed to 57600... that throws   
the data at the modem much faster than it can transmit ... giving it a   
chance to compress the data before sending.

Of course, there are other ways to get faster throughput on modems... X2   
and K56flex technology's are on the verge of giving folks 56kbps speeds   
... but only in one direction.

Personally, I think ISDN is the way to go... I just wish ISDN was   
cheaper.

Dumb question, doesn't telco basically have a effective datarate on
switched analog lines of about 37kb???
