I read it as a supporting statement to his first. How would you determine if a "program was provided by IBM" ? Digital signatures sound like a good idea to me.

Whether IBM goes further and checks signatures at execution or after patching is not clear. It may come down to what the prompted the change in the first place. If the perceived threat is the ISV, restore time checks may be enough.
