We'd like a legitimate API that will, for the current job, update
the job's 10-letter function in WRKACTJOB's "Function" column.

Here is our hack to do it now without API:

D   Function                    11A   overlay( Pco: 1017)

  Pco.Function = 'P' + 'TelCasMgmt';

This example will make the current job's function in WRKACTJOB's
"Function" column show "PGM-TelCasMgmt".
