V5R2 PTF for MATRMD, MATPRATR header definitions

V5R2 PTF 5722SS1 SI09292 fixes this:
   The fields for the Machine Resource Portions information are not             
   defined in the header file for MATRMD option 29.  And the fields             
   for the Initial Thread information are not defined in MATPRATR               
   option 30.  Programs compiled using the shipped version of these             
   header files cannot receive this information.

   Additional structures were added to the matpratr and                         
   matrmd header files.
