PeekPlus from Bytware can do much of that.  Lets you send commands to another 
job,
and lets you "grab" the job and gives you a command line.  I've found it very
useful for fixing problems in batch jobs.  I don't know if it does quite all of
what you describe, and I'm not very familiar with debugging programs other than 
CL.
