Interesting is the term "microcode". Microcode is part of the hardware, not
part of the operating system. (This is why IBM does not refer to Vertical and
Horizontal microcode anymore). Hardware you own. So CFINT you own,
if taking the quote at face value.  :-)

It is actually not strange that interrupt handling for interactive tasks
takes
longer as CFINT has to check if you have exceeded the interactive
feature code limit.  :-)
