I would guess a seperate task.

The 'REQPO' template contains pointers to the dump space, pointers to the
system objects to be dumped or loaded, a pointer to the MI response queue
to be posted when I/O completes, and a key value for the MI response queue.
'DEQ' with key is the opcode that waits on the MI response queue.
