I think that's due to the fact that the internals
of the AS/400 are far less known than the internals
of Windows/Linux etc, and that people with the required
knowledge are too "old" to have any interest in creating
such software.

An AS/400 programmer seeking revenge would probably do
much more harm by randomly invalidating DB records and/or
sabotaging backup routines.

===> the bad guys are not out to wreck your system;
they are out to steal useful stuff and such.
