In the vast majority of development environments I've worked with, the use of linkage editors or linking loaders has been universal wherever directly executable code was the ultimate product. Sometimes the "link" stage is hidden from the developer, and sometimes it's out in the open, but in most of the mainframe environments I've worked with, and all of the microcomputer environments, the only time it was absent was if an interpretive runtime was involved. Environments like OS/400 OPM, where dynamically-linked calls are both ubuquitous and absurdly simple to code, and statically-linked ones are unheard-of, have been very much the exception in my own experience. -- James H.
